chain getting halted when son payouts are created

1. Deposited Tokens(HIVE AND HBD) to peerplays account
2. Created 4 new accounts
3. Transferred funds from nathan account to the new accounts
4. created gpos vesting balance.
5. Voted for the sons

Issue Seen: At son payout time, it is seen that the witness is not able to create a block and the chain is getting halted.
