Walking Issues / "Packet-Loss-Like" Experience

For example at times (not often) when attempting to walk my character does not move, as if the walk request packet had not reached the server. at another time I was able to experience this extensively at the wizard job change quest, on the Fire Room I'd be unable to walk when the monsters were hitting (I went over all of the monsters' skill lists; none should have caused that); I experienced that 3 times -- as such issue caused me to fail the quest twice) I felt as if walk-delay was being applied erroneously. a few hours ago my friend experienced this again while mobbing alarms, at many opportunities he tried to walk and the character wouldn't move (he had not been hit however the failed attempts to walk then would cause the alarms to reach and kill him -- its quite frustrating, as you are able to watch the alarms coming up to you, and you can't walk away).
