I recently heard of a quite interesting way to enforce the ToS other than (temp) bans, jail and mute.
Why so:
The reason is quite simple: temporary bans can be sit out. Just go outside, play some other games or do whatever you want. Even mute and jail can be skipped by simply minimizing the game, so eventually nobody will really care about those default kinds of punishment imho. So one should be forced to really do something except plain waiting.
The concept:
A punished player will have to bring a certain amount of stones (depending on the deed) from A to B. Sounds to simple?
A single stone each at a time will fill the weight limit automatically and you have to bring the stone through a little maze to some kind of treasure box. After you delivered all stones eventually, you are free to leave. During that time one could additionally be muted, so he may not complain on #main or guildchat about it and make it a real punishment.
One stone could (after some testing) consume approximately 30 seconds to be brought through the maze to point B and returning to A, that way you could easily measure any violation in stones to be delivered.
Examples:
Verbal abuse (minor offense) - 60 stones (30 minutes of work)
Verbal abuse (major offense) - 240 stones (2 hours of work)
Mob drop - 300 stones (2.5 hours)
Kill Steal - 120 stones (1 hour)
