Allow Addition of Pictures to Test Steps

Adding pictures to test steps would be nice for plugin authors to provide e.g. diagrams of required equipment etc.

We can achieve this by using attributes for the test step itself or properties on the test step. This requires a new attribute for pictures.

The serializer should add a dependency on a package if a referenced picture is provided by that package.
