Provide delegate for subscribing to package download progress

Package download reports progress using Console.Write.

Clients invoking the Download CLI action may want to track the download progress. The CLI should provide a delegate for subscribing to progress updates. The current Console.Write facilities should then be implemented in terms of this delegate.
