SDK `new cliaction` creates files without a project
Environment:
Windows 10, 64-bit
OpenTAP 9.11.0
Steps to reproduce:
- tap sdk new cliaction TestAction
Actual result:
(Please also attach a log file from %TAP_PATH%\SessionLogs\ that shows the issue when possible/relevant)
Expected result:
I would expect not to create the file as the project is not created.
