Package Actions for system-wide packages should be executed with the system-wide package folder as a working directory.

I have some code that needs to be executed when a system wide package is installed, but I do not know the location at package-create-time. I guess the working directory should be the system wide folder. E.g C:\ProgramData\Keysight\Test Automation\Packages
