SDK to include Cli tools to generate opentap templates

Includes:

• CliActions to create templates for TestStep, Instrument, Dut, ResultListeners, ComponentSettings, CliAction and package.xml.
• CliActions to integrate with vscode, gitlab, visual studio and automatic git versioning.
• CliAction to create a new OpenTAP project including a new TestStep, TestPlan, package.xml and .csproj files.
