Break conditions - different behavior for same setting If Verdict vs Time Guard

Engine Settings TestPlan break conditions both options unchecked

Steps to reproduce:

1. Use test plan: IfVerdict_Break_vs_Time_Guard__Break.TapPlan
2. Make sure for Dialog 2 with Fail verdict Break Conditions is checked and set is:
3. Make sure for If Verdict Break Conditions is checked and set is:
