`tap package download` should not give messages about dependencies not being installed
Environment:
Windows 10, 64-bit
OpenTAP 9.12.0-rc.1 (9.11 not reproduced)
Steps to reproduce:
tap package download REST-API
Actual result:
Message regarding a dependecy that is not installed
Expected result:
In the context of downloading a package (not installing it) there should be no requirement for dependencies to be installed.
A recomended message would be:
"The package has 1 dependency (use --dependencies to also get these)"
Other remarks:
The download works, it's the message that is the issue
