Resource Close sometimes called before Open is finished

If one instrument fails at open, then the test plan can be aborted before Open is done. This in some cases causes Close to be called before Open is finished for some instrument.

This scenario requires more than one resource present in the test plan and it requires that one of them fails during startup.
