Actors with scripted animation still try to wander and turn around without moving
Actors with scripted animation turning to the player if their hello is not 0 is normal, but also they try to wander, it results in turning towards seemingly random directions during the animation.
Try "Playgroup idle9 1" on any wandering NPC, and "sethello 0" or stay out of hello range. If you first use "AiWander 0 0 0", they won't turn.
