V-Sync causes high CPU usage
I got a report about strange behaviour of V-Sync on Windows.
If it is enabled, after game start Draw thread uses 100% of one core time, and after several cell trasitions CPU usage by the Draw thread gets back to normal (30% on a fast CPU, for example).
This bug happens with 0.44, 0.45 and 0.46 for at least three different persons.
At least two of them have Windows 7 x64 and modern nVidia GPU (GTX960 and GTX1060).
With V-Sync from nVidia control panel Draw always uses 100% of one core.
framerate limit setting does not suffer from this issue.
Also I failed to reproduce this bug on Linux.
