Fast travel price logic checks destination cell instead of service actor cell
In vanilla, interior fast travel service NPCs are always assumed to be guild guides, while exterior NPCs are shipmasters and caravaners.
In OpenMW, the fast travel implements this logic "halfway": spellcast sound only plays if the actor is in an interior, but the fast travel price depends on the type of the destination cell instead of actor cell.
Example: a guild guide in Tamriel Rebuilt charges distance-dependent price for a travel to Bosmora.
