"Open" spell from non-player caster isn't a crime
In vanilla,
"ID"->ExplodeSpell "Open" on a persistent, owned, locked door (even in another cell) is a crime if the player's current state is detected.
You might or might not want to reproduce this behaviour: Some mods use it as a hack to create crimes and check if the player gets reported ("GetDetected" isn't restricted to NPCs or NPCs with enough alarm), If NPCs are forced to cast the spell on a door, even with area effects, vanilla does nothing, openMW unlocks the door and doesn't create a crime. But NPCs never cast this spell naturally in either engine.
