Guard behaviour is incorrect with Alarm = 0
In vanilla game guards try to arrest player only if crime was reported, in OpenMW guards try to arrest player if reportCrime() was called.
In OpenMW, if guard has Alarm = 0 and no one reported the crime, he still tries to arrest player and demands to pay 0 gold. If you attack this guard, he still demands to pay 0 gold instead of attacking you.
In vanilla game such guards behave as other actors with Alarm = 0: they will not report about crime, but will defend themselves if player attack them. But if the crime was reported by someone else, they try to arrest player.
Arktwend suffers from this issue.
