Improve processing of the "Respawn" flag
It seems that something is wrong with respawning actors… Perhaps, it is necessary to improve processing of the "Respawn" flag on NPCs and creatures.
Now (version 0.43):
Newly spawned actors appears either in their origin position or in the cell (0, 0) if they were transferred from internal cell to external cell with "Command humanoid/creature" spell effect.
Local scripts on newly spawned actors will not start. It is required to re-enter the cell so that these local scripts start. This is especially noticeable on scripted respawning enemies in internal cells.
Newly spawned actors appears either in the same place where they died, or in their origin cells at their initial positions (at developers' option).
Local scripts on newly spawned actors starts immediately (when the player enters the cell).
