ess-Importer: Most NPCs are dead on save load
When loading a save game converted from vanilla Morrowind using openmw-essimporter.exe, the following message is displayed in the shell:

Not sure if those unknown records are pertinent so included them anyway.
Upon save game load, all the NPCs in Balmora are alive and well but have no AI at all. I can initiate dialog and that's about it. They don't walk around and don't flinch or move at all when attacked. They still cry out though: "Die fetcher!"
I teleported around to other towns to see if it was a issue everywhere. All but a few NPCs in other towns are dead in the streets, inside all buildings, and is widespread across many towns. Any NPCs still alive lack any AI like in Balmora.
Unable to reproduce in a fresh OpenMW save, everything is fine there. But having the issue on the converted save game every single load, no variation.
