[Needs testing] Migrate Grow Limit editor feature to a more modern code

These changes needs to be tested on multiscreen setup with OpenMW-CS:

  1. Edit -> Preferences -> Windows -> Horizontal scrollbar mode for main window -> set Grow then Scroll
  2. Test with checked Grow Limit Screen checkbox and unchecked one

It would be nice also compare new behavour with one from master branch.
