Actor.spells(actor):canUsePower errors if called on other actor from local script

Small bug, but the docs for canUsePower (https://openmw.readthedocs.io/en/stable/reference/lua-scripting/openmw_types.html##(ActorSpells).canUsePower) say:

If true, the actor has not used this power in the last 24h.

Will return true for powers the actor does not have.

But for local scripts calling it on another character, it errors:

Local scripts can modify only spells of the actor they are attached to.

Which probably shouldn't be happening for a function that only needs to read state.

Reproduce

On a test dark elf character, open the lua console and:

luap
self = require('openmw.self')
core = require('openmw.core')
types = require('openmw.types')
nearby = require('openmw.nearby')
adrenaline = core.magic.spells.records['adrenaline rush']
types.Actor.spells(self):canUsePower(adrenaline)
 -- true
types.Actor.spells(nearby.actors[2]):canUsePower(adrenaline)
-- Local scripts can modify only spells of the actor they are attached to.
