Console keybind prevents typing Shift-modified characters for the bound key

Steps to Reproduce

The default keybind for the console is `. On my keyboard, the Shift+ combination produces ~. However, when the console is open, pressing Shift+ the key closes the console instead of inputting ~.

This makes it impossible to type the '~' character (for example, in Lua where it is used for the “not equal” operator ~=).

Likewise, if we bind the console to the 'c' key, its impossible to input the uppercase character.

In morrowind.exe, there is no option to bind a key to console. It is hardcoded? And this issue exists there too. But we can still input ~ in the console by holding shift and pressing ` repeatedly.

Also did a test in half life 1 and it works correctly. This is unrelated but worth knowing that other games managed this properly.
