ToggleAI state should not be reset when a save is loaded

If you toggle off AI from the console in the main menu then click new game, AI is not working as expected.

If you toggle off AI from the console in the main menu then load a save, AI is working, doesn't matter wether the game was saved in an interior or exterior.
