Controller Support: When in the barter/loot menus, have the active menu be brought to the front.

This is similar to #8773 (closed), but as an alternative. Instead of completely separating the menus, just have whichever the active menu is brought to the front. For example if I am in my inventory but the barter menu is placed behind the inventory menu, when I switch to the barter menu have it automatically brought to the front. When I switch back to the inventory menu, then place that back at the front.

The game does this by default when using the cursor to select an item.
