FillJournal script instruction

Morrowind.exe's FillJournal script instruction is unimplemented in OpenMW with a status of removed.

The script instruction is supposed to add "all the available journal entries to the character's journal". Testing shows that it adds all journal entries, topic responses, and known conversation topics. It doesn't execute any topic response scripts, so no items are added to the player's inventory.

I can't find any historical discussion on this instruction, or a point where it was ever implemented.
