Downstream project licensing

This is a replacement ticket for #7935

It was brought to our attention that the license in TES3MP and its forks are not the same as the one OpenMW has.

In attempt to protect OpenMW itself, David, project lead for TES3MP used his permissions in the project to remove the issue #7935 that was created. This however does not reflect the attitude nor the will of the OpenMW project members. David has apologized and is willing to revert the commits that changed the licensing of TES3MP as the threat of a hostile fork from 2018 has long since passed.

We've reached out to both Software Freedom Conservancy and the Software Freedom Law Center to help us remediate this and see what options TES3MP has and if the changes made were lawful.

Specifically:

OpenMW's license: https://gitlab.com/OpenMW/openmw/-/blob/master/LICENSE It's (upstream) is purely GPLv3, no additional terms

tes3mp license: https://github.com/TES3MP/TES3MP/blob/0.8.1/LICENSE#L625-L685 It (downstream) is GPLv3 but with additional terms

I'm keeping this issue locked until we have more information.
