Rain and ambient loop sounds are mutually exclusive

The ambient loop sound works for Rain and Thunderstorm weather in Morrowind. The sound also plays alongside the rain loop sound.

But in OpenMW, ambient loop sound won't work for them even if I set the rain loop sound option to "None".
