Openmw-CS Magic Effect shows index:MGEF:0x<hexadecinal value> instead of effectname

OpenCS 0.49 rev feb10ae0

The table at Mechanics > Magic Effects no longer shows names for the effects, instead some index is shown, looking like index:MGEF:0x<hexadecinal value>

Same cause as #7299 (closed) ?
