Alchemy "Magic Effect" search string does not match on tool tip for effects related to attributes

Issue: The search filter for magic effect when creating a potion to restore attributes does not match the displayed tooltip string. For example, if you have heather in your inventory, the primary effect shown on the tooltip is "Restore Personality". However, you must type "Restore Attribute Personality" for Heather to show up in the filtered results. I believe it could be related to !2845 (merged)
