Weather settings for disabling or enabling snow and rain ripples don't work

Both of those aren't working:

fallback=Weather_Rain_Ripples,0
fallback=Weather_Snow_Ripples,0

The ripples count setting too it seems, but we have a setting in-game that does something similar which is kind of nice, note it doesn't seem to actually work in Morrowind.exe either:
