Post-processing normals for terrain, water randomly stop rendering

When I use a groundcover mod, at certain positions and viewing angles, the post-processing normals for random chunks of terrain, and for the water, disappear.

When I don't use a groundcover mod, it stops happening as much, only happening in an even more limited number of areas, like certain parts of Vivec's exterior. This makes me think that something about rendering a lot of different things is responsible for breaking the normals.

Also, it's FoV dependent. This extra makes me think that it's about rendering a lot of different things. Following screenshot also doubles as an OSG stats difference between rendering properly and not rendering properly.

Also, (some?) interiors don't render water normals at all.

Windows 10, AMD RX 480 8GB, drivers last updated at some point in the past few months, very recent nightly build.
