Falling actors teleport to the ground without receiving any damage on cell loading
When player moves too fast failling actor may not reach the ground before player moves too far and the cell with the actor is unloaded. But when player moves back and cell is loaded the actor teleports to the ground once it's in the actors processing range but does not receive any damage. An example is Tarhiel:
0.47, 0.48 RC2 and 4d014890 are affected.
From my testing in vanilla if actor is falling when cell is loaded it looks like it teleports (with low view distance hard to tell) but receives the damage.
