Add support to VWD flag that works together with LOD to decide on whether to load an asset

Relates to !1861 (merged) in that the work done there just handles the loading of assets with the LOD suffix. We can build off that to also check ESM flags, such as the VWD introduced in Oblivion.

We should bring in @Hrnchamd and also Elminster to really dig in deep here.
