Dialogue order is incorrect
OpenMW does not merge dialogue the same way Morrowind.exe does when supplied with info records in the same topic from multiple plugins.
This issue isn't likely to be noticeable in normal gameplay (and even if it's noticed, it's liable to be called a mod-conflict), but I noticed it when loading up some TR section files in OpenMW-CS. When these files are loaded in the order base, one, two
OpenMW's behaviour matches vanilla's. When they're instead loaded as base, two, one
OpenMW yields a different result.
