Can't really move after taking the boat to Fort Frostmoth from Raven Rock

On the latest nightly (this has been an issue for a while for me), if I travel from Raven Rock to Fort Frostmoth, it always spawns me in the water under/near the boat in a somewhat invisible room, I can move but only in certain directions and only for a few feet. The only way to get out is to disable collision then re-enable again.
