Weather particles flicker for a frame at start of storms

This issue is easiest to replicate by going to Balmora and using changeweather "west gash region" 8 command to change to a snowstorm. You will notice the snow particle system is in view for a single frame or so, disappears, then reappears as normal. I cannot observe this every time I change weathers, but it is quite common.

While the change is subtle is leads to micro flashes in certain weather transitions which are quite noticeable once you see it for the first time.
