1ft Charm or Sound magic effect vfx doesn't work properly
When casting 1ft magic effects (like Charm or Sounnd) on a NPC the green ball effect appears in front of the NPC. If you're using a 1ft charm touch spell (for example) then targeting a NPC's lower body the green ball effect appears on the ground or in the same spot where the player character is standing, if targeting the NPC's upper body it appears in front of them.
In vanilla the green ball effect appears in the same place as the NPC's chest (where spell projectiles get launched from) at all cases.
