fortify magicka is bugged in morrowind version 1.6.1820 and in OpenMW 0.46.

tested in vanilla morrowind with Tribunal and Bloodmoon and vanilla OpenMW with Tribunal and Bloodmoon.

steps to reproduce:

  • use a cast on use enchant of drain intelligence and while your intelligence is partly drained equip a bunch of CE fortify magicka gear.

  • if you use just one item with CE fortify magicka, you can refill your magicka.

  • if you use a lot of items with CE fortify magicka, then it will actually glitch your magicka, and you will end up with more magicka than your max magicka when you take off the items with CE fortify magicka.

the bug doesn't seem to trigger in OpenMW if you drain your intelligence to 0; however, draining your intelligence to 0 it still triggers the bug in morrowind.

to trigger the bug in OpenMW, all you need to do is make sure that your drain intelligence enchant doesn't drain you all the way to 0 intelligence.
