Support more than 8 lights

We currently only support 8 lights as the hard limit enforced by the fixed-function pipeline. We'll eventually need a shader based approach to move beyond this.

I suggest we put in a light-limit variable in our config with a default setting that is low, yet works well with most content, including vanilla and TR. Users with more powerful GPUs can up this limit as they choose.
