OpenMW launcher wont start. no error message

Whenever I try to start the OpenMw launcher or the OpenMW-wizard, It wont open. there are no error messages or anything. i can see in the task-manager that it started somewhere, but the tab wont open. I have it installed over steam on my windows 10 laptop.
