Guards behaviour is incorrect if they do not have AI packages
In Arktwend many guards do not have AI packages, but our upstream implementation of return behaviour works only for wandering actors with Wandering distance = 0. After pursuit such guards stay at place, after combat they stays at place with weapon in their hands.
We should extend return behaviour to work with actors without AI packages, since it is not a part of AiWander package in vanilla game.
