"Quest: Larius Varro Tells A Little Story": Bounty not completely removed after finishing quest

In OpenMW, when you finish the quest "Larius Varro Tells A Little Story" by killing the members of the Camonna Tong and then speaking to Varro, your bounty will say "0" but a guard will still approach you and ask for a fine of 0 gold (see screenshot).

Steps to reproduce:

1. Set your quest-status like so: "journal "town_balmora" 29"
2. Go to Balmora Council Club (coc "Balmora, Council Club") and kill the people inside (attack at least one of them directly, so you get a bounty)
3. Go to Larius Varro (coc "Moonmoth Legion Fort, Interior"; go one floor down) and speak to him about work
4. Get outside, a guard will come running to you and fine you

OpenMW version: Latest Nightly by ace haxalot (19b380) 32bit

P.S. The mission is bugged in original Morrowind too, at least if you resist arrest, guards will still fight you afterwards.
