SetStat and ModStat instructions aren't implemented the same way as in Morrowind
The mod Galsiah's Character Developpement (http://www.moddb.com/games/morrowind/addons/galsiahs-character-development) , Attribute over 100 are permitted by a script that cap the real attribute to 95 and and a permanent fortify attribute to match the difference (for a 103 willpower, it 95 + 8 fortify effect). But the script is not working with openMW
The wanted value for attribute are stored in a variable named "gals_natural_XXX", those variables have the right value (103 for the willpower), but no fortify effect.
