Wrong NPC timing and movement behaviour
Pretty easy to reproduce with the first scene on the ship.The NPCs in the original Morrowind are a bit faster so the timing is a bit off and the guard comes down a bit too late and you have to wait a sec in the "conversation".The guard talks a bit late upon entering the cabin. Now the bigger bug.In OpenMW it's way easier to outpace the guard and if you outpace him and go up the stairs faster then him, then he is waiting for you, even thought you are in front of him!He should just keep on walking.
