AI response to theft incorrect - only guards react, in vanilla everyone does.
I'm not sure if this is intentional or not, but I compared vanilla to OpenMW when stealing a very valuable object (Redoran Master Helm):
OpenMW: Guard reacts from other room, through 2 doors, other NPCs don't react, (dialog responds correctly however). Vanilla: All NPC's initiate combat with the player, I get rekt.
The stats of both these characters are identical (natural progression in OpenMW, Console commands in Vanilla).
If quest progression has anything to do with this: OpenMW character has Thieves Guild and Fighters Guild progression with only 1 main quest mission done (Arkngthand cube) Vanilla character has only done all of the quests in Seyda Neen.
