Recommendation for licensing

There is currently no recommendation for licensing. I would suggest to recommend the use of the REUSE tool for applying licenses. This is in my opinion even more relevant for OSH than for OSS because OSH typically contains several different licenses.

I notice that in the directory tree of (at least) the unix variant there is both a directory with LICENSES and a LICENSE.TXT. This seems to contradict each other.
