Quad layers handled incorrect, "QuadHands" OpenXR conformance test fails

To run: conformance_cli.exe -G D3D11 --apiVersion 1.0 "QuadHands"

To repro failure:

  1. Bind recenter, manual left, manual right
  2. start test
  3. recenter
  4. hold manual left or manual right
  5. move your hands
  6. cube in projection layer follows hands, quad layer does not
