Quad layers handled incorrect, "QuadHands" OpenXR conformance test fails
To run: conformance_cli.exe -G D3D11 --apiVersion 1.0 "QuadHands"
To repro failure:
- Bind recenter, manual left, manual right
- start test
- recenter
- hold manual left or manual right
- move your hands
- cube in projection layer follows hands, quad layer does not
