Setting maxuploadspeed lower than maximum available bandwidth will prevent siad from maxing out network.
maxuploadspeed is set for 400000. For a couple minutes nethogs reports that upload speed is roughly 400 KB/s as it should. Then siad spontaneously uses maximum available bandwidth (approx 800KB/sec for me) for a couple minutes. Siad spontaneously returns to appropriate maxuploadspeed. This process repeats indefinitely.
It seems as is parts of siad are not obeying maxuploadspeed and parts are. Those parts that do not obey the limit eat up so much bandwidth that it brings all other network operations on the local network to a screeching halt.
