Upgrade to waf 2.0.18+
Changes
- reorder tests/wscript to subst jigs.py before it is needed
- change to waf 2.0.18+ blob
I think that waf 2 defaults to running 2 jobs at once. parallelism/race condition stuff. and jigs.py did not get installed into build/main/test/pylib before the invocation of some/all of the tests that need it. just a theory, see bad non-waterfall graph also https://www.jamesb192.com/james/comparison.html (only full featured in FireFox).
