Bug in ntpleapfetch's checksum calculations

The checksum line is:

#h      5101445a 69948b51 9153e2b 2086e3d8 d54561a3

Note that the middle word is missing a leading zero.

Test case is the current NIST leap file from:

ftp://ftp.nist.gov/pub/time/leap-seconds.list

ntpd is happy with that file.
