seccomp + stats logging unhelpful error message when logging directory not in file heirarchy

steps to replicate

1. compile ntpsec with seccomp
2. install with stats logging but no stats lgging dir on fs
3. start ntpsec
4. ntpsec dies with unhelpful "SIGSYS: got a trap. Bailing." message
5. create stats logging directory
6. start ntpsec
7. lack of exit wth message
